E1205. Policy bundle missing -- fail-closed engaged

Severity: ERROR. Class: HostedBootstrapError (subclass of RuntimeError).

What happened

Hosted mode is configured but no cached bundle is available and the backend is unreachable. The SDK refuses to construct rather than silently allow every tool call.

How to fix

Check network reachability to api.controlzero.ai. If you're offline by design, pre-cache the bundle with controlzero policy-pull while you have connectivity.
